Should indifference be punishable by Law?

As a child, most of us were affected by the happening around us. When a stranger fell off a bicycle, our hearts went out to him. As grown-up human beings, we become involved with our lives and become insensitive. We start ignoring the small things around us and become immersed in our lives. Nothing seems to affect us. The little mishap to a stranger in our neighbourhood to the happenings in the world is becoming news to us. We read, sigh and move on with our lives. It is true that we cannot avenge or stop all the crimes of the world. However, we can raise our voices against atrocities in front of our eyes. It is true that one call might not be heard and it will be too feasible. But, it is the beginning of a collective sound. Someone would have to begin somewhere. Silence is useful to some extent. But remaining mute spectators of a daylight rape is atrocious. Have our senses numbed witnessing crimes day in and out? Even then, would we not react if our blood is brutally tortured? Why do we remain silent when it happens to others. A person who allows a crime is as guilty as the one who commits it. Will this indifference change it is punishable by law? I am not sure.
